Dopo l'approvazione del decreto sul federalismo municipale da parte del Consiglio dei Ministri riunitosi questa sera, giovedì 3 febbraio, arrivano le polemiche sulla condotta dell'esecutivo che non si sarebbe attenuta al parere del Parlamento (la commissione bicamerale per l'attuazione del federalismo fiscale).

Procedura adoption of legislative decrees implementing Law No

42 outlines the procedure for adopting and implementing legislative decrees of parliamentary scrutiny, by fixing the deadline for adoption of at least one of them within twelve months from the date of entry into force of the law (May 21, 2009) and in twenty-four months, the general term for the adoption of other decrees.
E 'expected, also, that by June 30, 2010, and before submission to Parliament of the draft legislative decree relating to taxes, partnerships and perequazionedegli local authorities, the Government submits a report to both Houses on the general framework of funding of local authorities and the possibility of definition, su base quantitativa, della struttura fondamentale dei rapporti finanziari tra lo Stato, le regioni, le province autonome e gli enti locali, con l'indicazione delle possibili distribuzioni delle risorse. La suddetta Relazione (Doc. XXVII, n. 22) è stata presentata alle Camere nei termini indicati ed è attualmente all'esame della Commissione parlamentare per l'attuazione del federalismo fiscale.
Gli schemi di decreto - ciascuno dei quali deve essere corredato di una relazione tecnica che ne evidenzi gli effetti finanziari - sono adottati dal Governo previa intesa raggiunta in sede di Conferenza unificata Stato-regioni-autonomie locali e successivamente trasmessi alle Camere per l’espressione del parere da parte:
* della Commissione bicamerale for the implementation of fiscal federalism, March 17, 2010 and consists of 15 deputies and 15 senators;
* of the parliamentary committees responsible for financial profiles (ie, the budget committees of both houses).
